Tashkent State University of Economics Samarkand Branch Head of the Department of Digital Economy and Information Technology Ubaydullaev Ulug‘bek Shukirillayevich.

 

Ubaydullaev Ulug‘bek Shukirillayevich is a Doctor of Philosophy (PhD) in physical and mathematical sciences. Since 2022, he has been working at the Department of Digital Economy and Information Technology of the Samarkand branch of Tashkent State University of Economics. Since 2023, he has held the position of Head of the Department of Digital Economy and Information Technology. In 2021, he defended his PhD dissertation on the topic "Boundary value problems for mixed equations with fractional order operators in a rectangular domain."

DUTIES OF THE HEAD OF THE DEPARTMENT:

  • Conscientiously performing their duties;
  • Adhering to labor discipline, complying with orders and instructions of the employer according to the law in a timely and high-quality manner;
  • Treating the institution's property with care and using it wisely;
  • Maintaining good relations with members of the institution's team and other persons involved in the work process, adhering to the dress code;
  • Participating in the discussion and resolution of issues related to the activities of the department within the institution;
  • Approving the work plan of the department, personal work plans of professors-teachers and employees, and other documents within the scope of the department's activities;
  • Distributing teaching loads among pedagogical staff and monitoring their timely and high-quality fulfillment;
  • Ensuring the recruitment of teaching staff through competitive selection, motivating them materially and morally, and making suggestions to the management of the Higher Educational Institution (HEI) regarding disciplinary actions;
  • Demanding the necessary conditions from relevant service units of the HEI to conduct educational and research processes at the required level;
  • Preparing a report on the department's activities for the academic year within the specified deadlines and presenting it at scientific council meetings;
  • Conducting research work according to the approved plan, ensuring the integration of completed research work with education, science, and production;
  • Reviewing the personal work plans of the department's teachers, covering teaching, scientific-methodological, research, spiritual-educational, and organizational-methodological activities, studying, summarizing, and popularizing the activities of experienced teachers;
  • Introducing modern pedagogical and information-communication technologies, assisting young teachers in acquiring pedagogical skills and competencies, creating an information database, effectively using modern teaching aids, individual teaching, and independent learning methods in lessons, proposing the organization of teaching in special classrooms equipped with modern computer technology, and implementing distance learning elements;
  • Preparing scientific-pedagogical staff, discussing candidate and doctoral dissertations in scientific seminars, participating in expert groups to ensure that educational documents meet normative requirements;
  • Distributing graduates to jobs, forming the topics for graduation qualification work and master's dissertations, attracting extra-budgetary funds, and establishing contacts with production enterprises and other enterprises to provide scientific and technical assistance;
  • Organizing regular communication with trainee researchers and graduates of the HEI and monitoring graduates;
  • Organizing events aimed at improving the qualifications of specialists in the department's specialty, developing the education service delivery system;
  • Organizing clubs on various topics, directions, specialties, and professions, taking into account students' interests, organizing events to engage students in productive and useful work during their free time from classes;
  • Ensuring the complete and high-quality conduct of laboratory work in the subjects taught in the department, and attracting sponsors to equip the department's laboratories with modern equipment, devices, and tools;
  • Continuously replenishing and updating the department's education fields and specialties in the information-resource center of the HEI with new educational, scientific-technical, and periodical literature;
  • Conducting classes in the subjects of the curriculum, prepared according to the state education standards of higher education, at a high theoretical, scientific-methodological, and professional level, ensuring the quality of education;
  • Supervising students' professional practice, course projects (works), graduation qualification works, master's dissertations, as well as their independent work and research activities;
  • Implementing rating control of students' knowledge, organizing events to plan students' extracurricular activities;
  • Training highly qualified competitive personnel that meet the high moral and ethical requirements of developed democratic states;
  • Developing educational programs for the department's subjects and presenting them for approval according to the established procedure, as well as preparing reviews and conclusions on educational programs prepared by related departments;
  • Preparing textbooks, educational, methodological, and visual aids, providing conclusions on textbooks, educational aids, and educational-methodological literature reprinted, including those co-authored with foreign scientists;
  • Regularly conducting comparative analysis and improvement of state education standards, curriculum and programs of the department's specialties with the education programs of developed foreign countries;
  • Selecting and nurturing talented students, preparing them to participate in olympiads and competitions, including the “Talent” foundation and state grant competitions, taking measures to improve students' independent study forms and methods;
  • Organizing students' scientific-creative activities systematically, identifying talented students and involving them in research, teaching them to carry out research work individually and as a team, creating the necessary organizational, methodological, and material-technical conditions for their scientific-creative activities;
  • Utilizing other obligations and rights provided in labor legislation;
  • The Head of the Department organizes events with embassies, foreign organizations, and representatives of foreign countries according to the procedure established by higher organizations or by exception with the rector's order based on the decision of the International Relations Council.
